Either the number change, or the date of change was updated by TRA's information. Items not marked with % for the Omantel list were for number ranges not found in the December 2004 TRA list.
#2 - Same numbering range was listed as changing to one of two number ranges. This might represent a split across exchanges or area codes.

For existing fixed 6-digit subscriber numbers, two digits will be prepended to form the new national 8-digit number. The added digits will vary by region, but leading digit will be '2' to indicate fixed/wireline numbers:

There are some existing fixed 7-digit subscriber numbers according to a January 2004 document filed with ITU. The migration of these numbers to the new 8-digit format was not known in June 2004.
Mobile national numbers will begin with '7':
72xxxxxx Oman Mobile GSM 75xxxxxx new mobile carrier 79xxxxxx existing Oman Mobile GSM subscribers after cutoverThe migration of mobile numbers to the new numbering is not clear, although existing Oman Mobile GSM numbers are of format 91xxxxx, which suggests '7' will be prepended to form new 8-digit mobile numbers.
All other 7xxxxxxx mobile number ranges are reserved for future use.
800xxxxx numbers will be for toll-free service.
91xxxxxx numbers will be for paging service.
Short codes will be of form 1xxxx. 999 continues as the emergency number.

Wireless subscriber numbers (9xxxxxx format) for GSM and paging are all 7-digit.
