Number Format

Area Code:            2-3 digits (formerly 1-2 digits)
Subscriber Number:    5-6 digits (see note below)
Trunk Prefix:         0 (formerly 8 for CIS, etc; 2 domestic trunk code)
International Prefix: 00 (formerly 8 (wait) 10)
Sum of area code and subscriber number (excluding trunk or regional prefix) is 8 digits (was 7 digits before 1 November 2003).

Area code information

1 April 2012 - closed numbering plan

Moldova telephone customers are required to dial 9 digits for all calls, including local. This incorporates the trunk prefix, area code then subscriber number in all cases, as of 1 April 2012. For example, a call to a Chisinau subscriber is always dialled as 0 22 xxxxxx anywhere within Moldova. A permissive period was available until 1 July 2012 during which the former dialling system could temporarily be used, albeit with a cautionary recorded announcement.

Major short codes remained unchanged e.g. fire (901), police (902), medical emergency (903), gas (904).

April 2012 - special short codes allocated

Moldova announced the adoption of these European standard short codes:

1 February 2012 - most short codes no longer require '0' prefix

Short codes beginning with '1' no longer require a '0' prefix, which was the practice in some cases. Short codes 1600 through 1639 remained temporarily exempt from this change, although regulator ANRCETI expected that '0' could be dropped by end-2012.

Short codes in the 14xx range (for services such as transport, health) were also expanded to 5-digit form: 14xxx. A '0' prefix is no longer required for these short codes from any carrier or Moldova location.

The short codes 117 (customer service), 119 (repair) and 18xx (network access) were also discontinued and replaced with codes in the 118x or 118xx series e.g. Moldtelecom now uses 1181 to replace 117 and 119. 5 August 2004 - some area codes change again

Area code changes in certain areas took effect 5 August 2004, beyond those changes made in the 2003-2004 national renumbering:

1 February 2004 - national renumbering second and last phase

The second phase of the 2003-2004 Moldova national renumbering was scheduled 1 February 2004. This completes the conversion that provides for 8-digit national numbers. For geographic/fixed numbers, this consists of a 3-digit area code followed by 5-digit subscriber number (except in Chisinau, which has a 2-digit area code followed by 6-digit subscriber numbers)

A few area codes change on 1 February 2004 with the second phase of the new numbering changes (most codes were changed in the first phase of November 2003):

Short codes

Short codes will be of the format 1xx, 1xxx or 1xxxx.

112 will be established as the national standard emergency number, replacing 901 (fire), 902 (police), 903 (general emergency), 904 (gas), 911. The old codes will remain in use for some time until the common 112 emergency number is established.

117 replaces 977 for customer service.

118xx is assigned for directory purposes. 1188 replaces 909 for number information.

119 replaces 998 for faults report (repair).

14xx codes replace most old 9xx format short codes.

16xx codes replace telecom and data access numbers e.g.:

19xx is assigned for internet services (1900, 1919) replacing previous local access numbers.

1 November 2003 - national renumbering first phase

Moldova expanded its national numbering plan on 1 November 2003 by adding a digit to area codes.

Also, international prefix became 00, replacing the previous prefix of 8 (wait) 10 that was originally implemented under the former USSR system.

For fixed / wireline numbers, digit '2' is prepended to most existing area codes. For examples, Chisinau (Kishinev) changes from +373 2 to +373 22 and Balti (Beltsy) changes from +373 31 to +373 231. Subscriber numbers remain unchanged for this phase.

The inter-zonal regional trunk prefix '2' was eliminated in the process, since the digit was incorporated in most area codes.

A number of codes were not changed by simply prepending digit '2' during this phase. These exceptions were:

For mobile services, '6' is prepended to VOXTEL mobile area codes, and '7' to MOLDCELL mobile area codes.

There is no permissive dialling period for this change. Attempts to call old format mobile numbers from 1 November 2003 will result in a recorded message advising of the change. No such announcement was available for fixed/wireline numbers.

10 October 2003 - Floresti region changes

In parts of Floresti region, area code +373 230 changed to +373 250 on 10 October 2003. This affects the places of Cuhurestii de Sus, Cuhurestii de Jos, Cunicea, Japca, Napadova, Sanatauca, Targu Vertiujeni, Temeleuti, Vascauti, Vertiujeni, Zaluceni.
