1 March 2003 - Togo Cellulaire numbering change

Togo Cellulaire mobile subscriber numbers beginningwith 990 were changed to begin with 909. That is, +228 990xxxx became +228 909xxxx, with last four digits intact.

1 October 2001 - expansion to 7-digit national numbers

Togo implemented a 7-digit national numbering scheme as of 1 October 2001. The initial digit of the previously-existing 6-digit numbers was doubled to form the new number. That is, a number in Lome of 26xxxx became 226xxxx.

This appears to be a flash-cut - that is, there was no permissive dialling period for the former 6-digit numbering.
